Founder of the firm NG & CO in the year 1999. Madam Ng’s educational background is as follows:-
- Admitted as a Barrister-at-Law of Lincoln’s Inn and called to the Bar of England and Wales in 1988 in 1998
- Admitted to the High Court of Borneo, Kota Kinabalu in February 1989 as an Advocate and Solicitor of Sabah and Sarawak; and
- Called as an Advocate and Solicitor of the Supreme Court of Brunei Darussalam in 1999.
Some of following areas of law that she has handled are:-
(a) Multimillion large loans in preparing and drafting Bank Guarantee Facilities, Short Term Funding Facilities, Revolving Credit Facilities, Credit Facilities, Short Term Advance Facilities, Performance Bond Facilities, Airplane Mortgage Facilities, Project Financing Facilities, Bridging Loan Facilities for Construction and Development of Project and various types of Terms Loan Facilities;
(b) Islamic Financing Facilities a (business financing-i facility under the Shariah concept of Tawarruq) of RM500 Million with Bank Islam in relation to financing, design, engineering, procurement, construction, installation, testing, commissioning, ownership, operation and maintenance of a gas-fired electricity generating facility with a minimum net generating capacity of 100MW located at Kimanis, Sabah and particularly advising on land charges in Sabah; and
(c) Bond vetting and to peruse and study all the relevant documents and render her advice and opinion pertaining to the following Loan Documents and related Ancillary Documents together. particularly:-
- Programme Agreement;
- Trust Deed;
- Issue Agency Agreement;
- Central Security Depository rules;
- Agency Agreement;
- Deed of Subordination & Debenture;
- Assignment of Development Agreement;
- Facility Agreement;
- Charge Annexure;
- Assignment of Project Agreements; and
- Insurance Policy.
She has been rendering professional advice to property developers ranging from corporate finance to implementation of the projects. She has fervent interests in resolving development land issues connected to mega projects. As part of her involvement, she is consistently in contact with the relevant approving governmental authorities hence she has established a close rapport with the same.
Madam Ng handles numerous management corporation issues. She is Instrument to resolving management corporation issue with the owners and liquidator and revive in one of the abandoned shopping malls in Kota Kinabalu.
She has had vast experience in criminal and civil litigation throughout her practice.
Notably, she continues to handle court trials in management corporation, construction and admiralty and miscellaneous civil matters,
- Undertaken legal work for the development, financing, and leasing aspects of Gleneagles Hospital.
- Undertaken legal advisory services and assisted with securing private debenture loan credit facilities to revive the Le Meridian hotel.
- Undertaken the revival of abandoned lands for shoreline development.
- Undertaken a half-billion-dollar credit facility of a IPP located at Kimanis.
- Undertaken the project financing of Suria Sabah Development.
With the foresight of that the legal world will have to work within a “no border” limitation, Madam Sucy is one of the Sabah Law Society (SLS) senior member committee who had helped to organize a Memorandum of Understanding (MOU) signing with China-Asean Legal Cooperation Centre (Malaysia) (CALCC) on 10th October 2019. In conjunction with the signing ceremony, SLS has invited Dato Dr Teh to share with SLS members how to expand their legal business to China, an experience Malaysian lawyer and celebrity. Dato Dr Teh is the VP for CALCC and visiting professor of Chinese university. Another Invited speaker from China is Ms. Wei who had shared with SLS members on ‘Enforcement in China’ and cross border legal cooperation. Ms Wei is a lawyer and international arbitrator.
Mdm Sucy has actively to work closely with CALCC and SLS to advance the legal profession in China-ASEAN and Malaysia. Discussions and correspondences between CALCC and SLS have led to the parties having reached an agreement on ways in which they can work more closely together in the future for the benefit of their respective members. CALCC shall endeavour to work with SLS to create networking platforms both in China and ASEAN countries for the mutual benefit of both CALCC and SLS members.
SLS members have visited Hainan, China in June 2019 exploring the legal market and it was a success meeting in several key aspects:
- Entering into a collaboration agreement with the Hainan International Arbitration Court (HIAC) to establish a centre for mediation and arbitration for commercial and tourism in Sabah. This is the very first collaboration agreement entered into by the HIAC with a foreign partner in regard to tourism and tourism related disputes. With this linkup with HIAC, SLS has every intention of using the centre as a springboard to ultimately establishing a full-fledged Arbitration Centre in Sabah with the aim of keeping arbitration and related works in Sabah;
- SLS entered into a Memorandum of Understanding (MOU) with the Hainan Lawyers Association for legal cooperation. This marked the first MOU entered into by the Hainan Lawyers Association with a Bar in Malaysia; and
- SLS also made contact with the China-ASEAN Legal Cooperation Center (CALCC) based in Hainan to explore future tie-ups with other Bars in China with the aim of providing members further opportunities of expanding their practice horizons beyond Sabah to China.
Presently she is the legal adviser to the following charitable organization:
- Legal Adviser and Director to Star Fish Foundation; a non-profit organization linked with uplifting the standard of the poor and poverty of the children in the rural areas in the north of Sabah, especially, Pitas and Kudat, providing hostel accommodation, food and education facilities.
- Legal Adviser to SKY SIB Berhad (a church in Kota Kinabalu and charitable organization); a church which is known for impacting the community and caring for the improvised people in the interiors, improving their awareness on registration of the births of their new born so that they would be able to enjoy the benefit of education and higher learning. Also, a committed organization to bring education to the interior to improve their health and nutrition needs in their families.
- She was appointed as director, company secretary and adviser to many non-profit organizations and devote her time to attend to their legal and fund-raising needs.
